    Abstract
    The constitutional paradox in South Africa; the manner in which the Minister of Constitutional Development, Mr Chris Heunis, had chosen to resolve this paradox, has effectively brought Parliament to a standstill; highly unlikely that constitutional government can be successfully be extended if the social circumstances which have to make this possible are absent or deliberately undermined.
